Charles Rollins, the founder of The Rollins Group LA, is a California Licensed General Contractor.  Licensed for over 30 years, has constructed of over 2500 ground up apartment units. Aqdditionally, he has rehabbed over 1200 units of older units. This includes the entitlement, permitting, working with lenders, design development of the product and the actual construction of the product.

We think we are uniquely qualified to help with your review of properties when purchasing a property. We will look at the deferred maintenance, possibility of adding value with future improvements and give an opinion of the return on your investment. Most important, how this reflects on the asking price of the property. With this information we can help with negotiating the price that works for both Parties

As your Real Estate Broker we will not act as your General Contractor. We will give our thoughts that you may consider in the process. Additionally, we can interface with your contractor to review his thoughts on the costs to construct and timelines to complete projects. For apartments that have been around some of the considerations would be:

  • Earthquake Retrofit
  • Electrical system to code and robust enough for the new loads
  • Plumbing system that is sound and has many tears of good use ahead
  • Structural issues that will need to be addressed. Many older property have subfloors that are problematic. They could water damage, termites that effect the key structural components for both vertical and horizontal integrity.
  • Drainage
  • Moisture barriers – shingles, flashing at windows and doors, deck membranes, gutters and the actual exteriors walls and there integrity.
  • Sound proofing and insulation
  • Windows – Energy efficient and sound
  • Appliances
  • Washrooms
